WHCRA (Women's Health and Cancer Rights Act of 1998) is a federal law that protects patients who undergo a mastectomy and choose breast reconstruction. If a health insurance plan covers a mastectomy, it generally must also cover certain reconstructive services. 

What WHCRA Requires Insurance to Cover

 

If breast reconstruction is elected after a mastectomy, coverage must include:

  • Reconstruction of the breast that underwent the mastectomy

  • Surgery and reconstruction of the opposite breast to achieve symmetry

  • Breast prostheses (breast forms)

  • Treatment of physical complications related to the mastectomy, including lymphedema

  • All stages of breast reconstruction, including revisions when medically necessary
